Built for ward People's Committees in Da Nang under Project 06: scan civil-status and policy records, let Vietnamese AI OCR pre-fill the fields, then search, review and audit every action — with server-enforced permissions.
How it flows
Pages digitised, electronic records, items awaiting review, monthly output, progress by ward and a ‘Needs attention’ list — all computed live from the database.
Search by name, record code or year — ‘nguyen’ finds ‘Nguyễn’. Filter by domain, ward, year range and status; sort columns; select records to export to CSV. Open a record to see extracted metadata, physical location in the paper archive and the original scan.
Drag in photos of registers. Images are downscaled in the browser, then Viettel AI's Qwen3-VL-32B model reads Vietnamese text and pre-fills the fields. Officers compare, correct and save — or send for review. A queue shows scans awaiting approval and paper records still to scan.
Three roles, eight permissions, one matrix. The UI reads it to lock buttons; the server reads the same matrix to block requests. Even direct API calls are refused — and the attempt is logged.
Sign-ins, views, downloads, edits, deletions, approvals and every refused attempt are recorded with who, when and what. Filter denied attempts and export CSV for reports.

Some items in the interface are workflow states or labels without a live integration yet (e.g. national database sync).
